You can use the Express versions of C # Net. VB.net and free.

Unlike FoxPro, Visual Studio and you need a database.
I am a FoxPro developer, and I recommend using SQL Server as the database. The free version here:

As for C # or VB, FoxPro, would be from a fund of VB easier to understand. It's really a matter of personal taste, how many jobs.
